A motorist and a person riding an electric scooter collided at 17th Avenue and Franklin Street on Tuesday, leaving the rider with serious injuries and prompting a rare public alert from Denver police. One person was transported to a local hospital following the crash, and normal traffic has since resumed through the intersection.

The Denver Police Department shared details of the crash in a social media Crash Alert, confirming that officers responded to a traffic collision involving a motorist and a scooter rider that resulted in serious injuries.

The crash site sits at the heart of Denver’s City Park West neighborhood, along a stretch commonly known as Restaurant Row, according to DenverInfill. The corridor is dense with retail storefronts and outdoor dining patios, drawing heavy foot traffic, bus riders, and scooter commuters alongside a steady flow of cars near City Park.

A Corridor Already Flagged As Dangerous

East 17th Avenue is part of Denver’s High Injury Network, the roughly 5% of city streets responsible for about 40% of all traffic fatalities and serious injuries citywide, per the Denver Streets Partnership. That designation reflects a pattern of severe crashes on arterial streets that still lack full physical separation between cars and vulnerable road users like cyclists and scooter riders. Colorado law requires drivers overtaking a cyclist or scooter rider traveling in the same direction to maintain at least three feet of clearance at all times, under Colorado Revised Statutes § 42-4-1412. Failure to yield or maintain that clearance during turning movements remains a leading cause of collisions between motorists and scooter riders across the city.

A Record Year For Scooter Fatalities

Tuesday’s crash arrives amid a documented surge in severe scooter collisions across Denver. The city recorded eight standing e-scooter rider deaths in 2025 — quadruple its previous annual record — with seven of those fatalities resulting from collisions with motor vehicles, according to statistics reported by the Colorado Sun. Denver Health, meanwhile, registered 1,868 patient encounters for scooter-related injuries in 2025, averaging more than five a day and nearly tripling the 661 encounters the hospital logged in 2020, per the Denver Gazette.

The trauma extends to younger riders as well. Children’s Hospital Colorado treated 60 traumatic e-bike and e-scooter injuries through late August alone this year, already surpassing the combined 100 cases the hospital saw across all of 2024 and 2025, the Colorado Sun reports. Hospital specialists have described an 84% increase in e-scooter traumatic injuries among young riders.

City Overhauled Scooter Program This Year

In response to the mounting toll, Denver revamped its shared micromobility program earlier this year, selecting Veo as the city’s sole vendor to replace Lime and Bird and introducing mandatory pre-ride safety quizzes for local users, the Denver Gazette reported. Shared scooters in Denver are also geofenced to cap speeds at 15 mph within city street zones, and city regulations generally permit scooters on streets with speed limits of 30 mph or lower and in designated bike lanes, while barring sidewalk riding in commercial districts except when parking.

Operating a scooter while impaired by alcohol or drugs carries the same legal penalties in Colorado as driving under the influence, including potential jail sentences ranging from five days to one year, according to CGH Injury Lawyers. It remains unclear whether impairment played any role in Tuesday’s crash, and police have not released additional details about how the collision occurred.
